In 1939 there was a thorough population count, which enabled the issuing of an ID card to everyone. This list in turn
provided the basis for ration cards during and after the war. Each individual was given an ID number, which subsequently
became their NHS number. Because of this, the data from 1939's population count will not be made public, even though this
special census did not fall under the 100 year law on disclosure that applies to standard census forms.
